I've already done my part. I have written every tutorial there is for this game except this one. I am sure there are other capable modders who can do their part and write a tutorial.

I have this video saved in my old notebook, it's over 1h30, my friend Marcos RC did it, unfortunately he deleted all the videos and link to his Re4 mods,

Its a good idea to save all tutorials (like I did with the Crzosk webpage). I hope you post it as I know many users find it useful. What happened to him anyways? He seemed like an ambitious modder with a good understanding of the game.
