I've done a bit of research on this, so I'll post it here beginning with the newest info. Not sure if anyone has an interest in the prototype. Will transfer the rest later if there is a demand. (translations, observations, etc.)
First, had a quick chat with Oishi, who drew the cast of Bio1 and 2. He was responsible for the plot of 1.5 before Flagship took over. Most of the character art for the cast of Biohazard 2 in "Resident Evil Archives" is his work. It also appears in "Capcom Design Works". Here's the translation:
A few interesting bits. First, Elza having some connection to a character from Biohazard 1. My guess is that she was Chris' girlfriend. Second, I assumed the model of Raccoon City in Iron's office was evidence of bribery. I thought he was the reason why Umbrella secretly operated in the factory on the outskirts, but that doesn't seem to be the case after all.
Should also mention that Ada was meant to be Japanese in this version, not Chinese like in the retail game.

Didn't they make Ada of a Chinese-American descent ultimately?
I think it was smart to rewrite Elza into Claire, it provided a better backstory and a link to the previous entry in the series. She became a staple of the series and probably the most iconic and memorable heroine of the series other than Jill.
It amuses me that this guy "doesn't remember", in truth he must be just saying this so that we don't judge his unused ideas and decision-making skills.
This is interesting for sure.

Biohazard 1.5 is an interesting topic but in the end it is good they scrapped it. Elzas racing suit seems really out of place, the environment looked too futuristic and those Apes where absolute ridiculous, they better scrapped them forever and the story doesnt seem more exciting than the one from 2.
It is still nice to read about all those Biohazard .5 games.
Anyway it would be cool if they remake Elza and put her in a future Biohazard game like an Outbreak file 3 or just as an NPC.

well talking about out of places costumes, claire's outfit for me doesn't fit more than elza's one, good topic by the way, was exciting how the game was supposed to be a 60% longer than the original re2, if i'm not wrong you can go through the police station, the sewers, the pump control rooms, the factory, the labs and the train isn't?

I don't know where you live, but i have never ever seen someone wearing a racing Suit in real life, on the other side Claire wears a red vest, Hot pants and black underwear so nothing unusual.

i mean claire's clothes are kinda weird, i wouldn't be walking on the streets waiting to see a woman on red shorts like a night suit lol, elza's racing suit may be expresating her love for the motorcycles? also i never said that elza's clothes actually fits, but the original claire was wearing some weird clothes aswell, the darkside chronicles outfit was perfect, the re2 one, uuhm i don't know.

Elza's clothes actually do make sense though. Unlike Claire, who was merely a motorbike enthusiast, Elza was an actual motorbike racer at Raccoon University. Ripped textures from the 1.5 title screen indicates that Elza came from the college dormitory. Seeing as how a tracksuit would provide full body coverage and protection against zombie bites, she probably decided to put it on before leaving the dorm to escape town.

i mean claire's clothes are kinda weird, i wouldn't be walking on the streets waiting to see a woman on red shorts like a night suit lol, elza's racing suit may be expresating her love for the motorcycles? also i never said that elza's clothes actually fits, but the original claire was wearing some weird clothes aswell, the darkside chronicles outfit was perfect, the re2 one, uuhm i don't know. I feel old for remembering having coloured denim like Claire did in the 90s on the subject of Claire's outfit...

Her suit may do make sense, but in my opinion it looks to cliche and more like a parody than a serious outfit for a Horror game. it kinda destroys the dark atmosphere if someone runs thru a burning city in a bright colourful racing suit (Just look at Dead Rising 2). This whole racing background seems a bit to much,... I mean i think i have read somewhere that in Raccoon city was a football match nearby and that was the reason why so many people are in town. With all this sports stuff around, Raccoon City would look more like a Olympia village than a believable city.
Anyone knew where i heard that football stuff, or am i talking nonsense.

It was mentioned in an interview that Elza was made a motorbike racer in order to give her a defining characteristic, which is why she's wearing a racing suit; it helps her look cool and stand out more. That idea got thrown out when she was rewritten as Claire, since being Chris' younger sister already made her cool enough as is. Also, to be honest, Leon's police uniform stands out more to me, since none of the other cops are wearing it, even in retail. Same with Jill's get-up in RE3, it's absurd that Jill would actually wear an outfit like that in the middle of a zombie outbreak. At least Elza was being smart with what she wore.

The amount of criticism here is extreme. To be fair most designs in RE world make no sense putting aside the newer titles which go a bit on the realistic side.
Leon has a police uniform with body armor on top - and it's his first day! Talk about realism. This was carried over to reimagined RE2 Leon as well.
I don't like reimagined RE2 Claire for a few reasons. I didn't like the fact they've changed the cut of her shorts from being on her waist to the bottom of her belly, it's too low even if she has a body stocking underneath. I also don't like the exposed belly as it's unnecessary and quite unrealistic given that the game takes place at night.
Sherry is wearing a Japanese school uniform even though the game takes place in America. Also, Ada wears a dress made out of which fabric, exactly? Looks like nylon, and that's a bit too much on the S&M side given the everyday setting they're in.
I could go on and on.
Ah, as for Jill... Yeah she looks ridiculous but it can easily be fixed if she wore that white jacket (at least until she gains her shoulder pack gear) and had stockings on. Either way that look is truly iconic for the series. It's sexy but very 90s and the "we think this is what American women ages 20 to 30 wear" approach just reflects how much the Japanese development team lacked in research prior to making these games.

....Ada looks good in her researcher attire. I wonder how the later games would turn out if Ada was like that. Maybe she would end up as a villain, or she joined the BSAA or FBC and working on anti-viruses, or instruct Leon instead of Hunnigan...
..............
Now i think they have really wasted Carla Radames, she could be a really iconic and interesting opponent instead of being one lame pseudo boss fight.

This is worse than the inclusion of Helena in the game to be honest. Oh come on! you can argument like that against any Resident Evil game. And Helena was way more important for the story than Leon Sherry or Piers. Everyone is replaceable, Helena is at least the center of her first 3 chapters while you could replace Leon with any other character until he met Ada. The existence of Jake is not more believable than the Carla stuff and the same goes for Chris breakdown and the 6 months Sherry and Jake were held captive.
