yes, it is possible, there was a few people who made some progress with RE7, but I think the fact that the game did not have third person support, excluded traditional re characters (mostly), nor multiplayer options kind of killed further interest...
The progress made that I saw was 1) a third person mod (did not work great because of the camera and because the main character was missing his head; this missing head and bones and animation systems, prevented character swaps) and 2) some weapon swaps.
Will need some people who are interested enough to take the time and figure out the format and create tools like mentioned above, think the interest this time around will be there, the question will be the complexity and time needed to be put in to figure it out.

modders didn't really have a big interest in RE7 not because of the new engine but because of the game. The first person perspective. most of the mods on this forums are in the model/reskins category and then they mostly are model imports or reskins of playable characters. why would one put a lot of work into a character mod for RE7 when the mods are only going to be replacing an NPC character that's on screen for 5 minutes out of the X hour long experience?
re2remake is not first person, and has a cast of characters we know. this will more likely drive modders to try and make modding tools.
like jodan was saying there was some scripted/trainer stuff for the game, but as far as I know nothing model wise. but let's hope RE2 will be different
