I have installed jre 7u25 and changed the system locale to English(US), while it still doesn't work. Guess is it because i haven't installed frameworks? for i found there is no match of frameworks for win10. Or is there any new tool that can be an alternative?
My last modding on re4 was two years ago when i ran win7 on my laptop.
A thousand thanks if anyone can help!

Karnie , hello. programs Extractor&Injector works with Java 7u25 32 bits (or x86) only (not 64 bits), I have my 64-bit PC but installed the mentioned 32-bit software.
you can find it in Oracle web and the name of the file is called

jre-7u25-windows-i586

for Windows x86 Offline 30.25 MB

Yeah after I installed jre 7u25 i586 the program now can read dat files, only when writing files it all shows "FileHandle - File not found"
And the comeout is only a folder with an index file in it. Do you know where is the problem?

It worked fine on w7 w8.1 & w10 (all windows of 32 bits)
I currently have windows 7 of system 64 bit & java 7u25 x86 it worked too.
Maybe you should uninstall java completely and reinstall the program & reboot your pc.

Well, I ended up solving the problem by taking the DAT Tool as the alternative of datextract. The datinject worked just fine so i didn't have to use the datrepack
