Don't think that is possible, 3000 is a huge number by game standards so its really not even possible to spawn that amount of enemies at a time, but I know from experience its possible to increase the enemies by a reasonable amount like say a extra 20 to 30 at a time by replacing objects such as barrels, cows, crows etc with enemy values, here is a mod for example,

I already have life in hell, lost in darkness, welcome to hell, infernal mode, impossible modes, extreme mode, but I'm still not very satisfied. At least one mod with 2500 enemies is enough.

I believe there are some limitations related to Polys when dealing with enemies but I am not 100% if this is the limiting factor. I know that if we add too many of the sub bosses for example we may encounter a gray screen (The game continues to function but there is a blank gray screen )… But this happens only in particular enemy groups and usually when adding enemies other than granados.
I have been studying enemy groups for a couple of weeks and how they are controlled by the AEV file. In particular, I have been cataloguing all the enemy groups in the mercenaries r400 room. In this particular room there are only about 100 or so enemies that are triggered by about 6 enemy groups. There is one group in this file that contains about 50% of the enemies and the rest are divided up amongst the other groups. It maybe possible that some groups have limitations while other groups do not. I did notice for example that one of the enemy groups does not like to have anything assigned to it other than granados while the main group had no limitations on types of enemies..
In any case, I am VERY interested in any research anyone has done on this and would like to share/collaborate with anyone willing to explore this further. If there is actually a mod with 10000 enemies I'm sure anyone here would like to see that so feel free to share what you have with us here.
