Questionably Technically Feasible Weapons Balance Mod...Thin

I've always wondered how hard it would be to simply remove the stupid bolt-action rifle from the game. Looking at the calibers, it'd make a lot more sense if we had the SVD as the most powerful rifle, then the PSG-1 over the SVD, and the DMR variant of the Sig over the PSG-1. The only thing I can't figure out is if it's possible to remove the Sako's bolt animation, and somehow just give the SVD a slower rate of fire for balance.
