I just started with mods for Resident evil Rev 2, though I have basic experience in a few other games. Browsing skin mods I found all the ones I liked for Moira work off her Urban Ninja outfit, which I don't have. Does this mean there is absolutely no way to implement those mods unless I get the costume from somewhere? If that is the case does anyone know where i could get it free, or even cheaper than the $3 dollars they charge on steam. I know it isn't a fortune but Moira's outfit is such a small part of all the possible different mods for this game out there I would like to save money where I can.

To modify this costume you don't have to own it, as its files exist on-disk. There is a Cheat Engine for REV2 that allows you to pick any of the game models, including Urban Ninja Moira.

Hi! Sorry for the late late reply. I just saw this in my notifications (which is weird I would expect the site to actually "notify" you of new messages not make you manually check), but this is really great as I have finally gotten around to downloading and familiarizing myself with Cheat Engine. I had concluded that buying the skins was the only way (glad I restrained). I will try doing this as soon as I am finished trying to combine these RE5 mods I am working on.
