Cutscene support, grey straps, all of the like. Looks cool in my opinion. UPDATE, added V2; More realistic, less saturation. Anyway, Version 1 , Version 2 (Version 2 is the realistic one that fits RE4)

I downloaded the .rar file and as mentioned I went to my BIO4/ImagePackHD folder and deleted the 01000010.pack.yz2.lfs, then I pasted the file that came into the .rar, re-started Steam and opened the game but noting changed, Leon looked the same. I have the Resident Evil Ultimate HD Edition. Playing at normal mode with no special outfit.

So if you start after beating the game; It'll give you a select screen of the costumes. Special 1 Or 2, click one.
