I know nothing about modding, but i want to learn the basics of it so that i can create my own skins and textures. The only thing i know about modding is fluffyquacks mod manager. I just need a well written tutorial for newbs on how to make them from scratch or at least somebody to explain what to do and what programs to use

Your best bet would be modding tutorial sections and Google my friend.

Try to search something like : RE4 modding tutorials, RE5/6 modding tutorials, and you'll also need some 3d softwraes like 3ds max, blender, milkshape and some image editing programs like photoshop, etc...
