Nope. You can not edit stages fully yet. Just partly.
And the tool you were talking about is just a dream that may someday come true.
Although generating custom stage models is already figured out for both 2007 and UHD versions, the main problem here is the ability to generate fully custom collision maps. Right now, it's only possible to generate very simple(cubic) collision maps through hex editing, changing game's exe file etc....
In short, for now, we just can stick with very simple custom stags, until someday, some one, from no where, come up with a new miracle and give you the required toolset .
Hint : maybe you're already talking to him .

How did this GUY do it then Well you can see in the title of that video that you posted that the Remake was made on Unreal Engine which is a completely different game engine than he Resident Evil 4. Infernal actually made a whole bunch of stage modifications using the Ubisoft engine but never had collision tools so he used AEV mods for false collision. There are now functional collision tools for Resident Evil 4 UHD but they have not been released to the public yet
