So I'm guessing you mean DarkSamusSo judging by your post it seems you may have a problem with that, so I guess you would have liked it if the staff just let all his past flame wars and insults against the forum and staff slide just so he can release he mod tools here am I right?

He just needed help to get .SPC Tool maybe for his mods..

He was given forgiveness multiple times and always stabbed our forgiveness in the back after a short time.
Last time he was allowed on Envisionfree he hacked the site and abused mods/admins and other users.
He will not be allowed back on the site. His ban is permanent and he earned it fair and square.
