Just like the description says, every time I modify the tattoo file, it ends up using an alternate texture from the skin when I pull it up in Neosis. If I use it in game, it turns into a mostly white texture that I can only see from certain angles. Anyone know how to properly retexture the tattoo?

Are you sure that you used bc3(dxt5) compression for your texture?

I am not entirely sure what that means exactly, as I am new to this, but I have been able to retexture every other weapon and character I've tried so far. Could I ask you to elaborate?

Resident Evil games use DDS textures, those textures have different compression algorithms for different texture types, RE5 supports BC1(dxt1), BC2(dxt3), and BC3(dxt5). Only BC2 and BC3 support the alpha channel that is used as a transparency mask for the tattoo. There is detailed explanation
