From what I see in your words, you need ELLIOT's body and alt hair, but I don't understand it. So use LEON NOIR's hair instead, which is the following two files

Then compress it into a rar file with winrar, and install the mod with fluffymanager.

Details are not my words to deal with.
The PFB file can do a lot of things. Check some teaching text to see how to edit it. Maybe you can specify some existing texture effects in the game, such as dirt and damage. (Oh, the detailed implementation needs to be matched with the edited MDF file.)
The model of the police hat is not sure what it is, whether it can be used to specify the model in the PFB file to achieve the effect, etc. Check it yourself. The above are just examples.
