i have a mod that is basically say to
'Copy and paste the "xfile" "ogg" "em" "etc" in your folder
where the overall game folders.
C:\Program Files\CAPCOM\resident evil 4
or
C:\Program Files\CAPCOM\biohazard 4
Or more specifically, paste the files where the "game.exe" is.
and i dont know where and how to this is the link to the mod
