Is it possible to change the cost of upgrading weapons with a merchant?

Yes, open your bio4.exe and search the upgrade prices in sequencial order. the prices should be divided by 10 and then converted to int16.
for example: Firepower prices for Blacktail
15000 18000 24000 30000 40000
divide it by 10, we get:
1500 1800 2400 3000 4000
convert it to int16 and we get:
DC 05 08 07 60 09 B8 0B A0 0F
the exclusive upgrade (80000) will not be in the same array, instead it will be a little after, right after a few 00 bytes.
DC 05 08 07 60 09 B8 0B A0 0F 00 00 00 00 40 1F
NOTE: the upgrade prices for CAPACITY will be a little broken because you're also buying the ammo that comes with it. It's just horrible to find those arrays and to round the prices lol
