HELLO EVERYONE! I'M NEW MEMBER AT THIS PAGE... AND IF YOU SEE THIS POST,

your image didn't load right but i presume you're talking about those key bindings icons that appear all over the model. That happens when the texture assigned to the model can't be found within the .pack file the .TPL is reading.
for example, if your .bin uses the texture 0010.dds from 0d000029.pack but the .pack itself contains textures only until 0009.dds, there won't be a texture to load and that would happen.
