Game has camera and character view condition triggers.
Ganados don't throw weapons when Leon doesn't see them, and Colmillos don't lunge when both Leon and Camera doesn't see them, or something like that...
Another part is when do they attack you, based on distance and type of movement (walk/run). It would be a tougher challenge if attack baiting would be harder to execute.
For example, the narrow corridor that's guarded by the enemy, and he wouldn't attack you at the distance you'd do with usual run bait tactic. Instead he'd attack you only when you so close you won't have time to go backwards, thus taking damage.
The potential issue can occur, that when trying to make this part harder, some other situations may become much easier, so that's something to consider as why the game was made with the settings it got released with.
For now I'll just settle with altered camera view via Trainer, so Colmillos would be a bit harder to run away from them, but the altered camera view makes things complicating as how it behaves when camera gets pushed by tight spaces, thus makes your vision of situation very poor.

{How Colmillos attack triggers}
I wonder if Colmillos can be edited so they'd lunge regardless if camera sees them or not.
I also noticed that Colmillos are one of the least offensive enemy. You can just walk past them (not running), and if they are never at your sight, and you're always moving so emerged plaga wouldn't reach you, they can't hurt you at all.
I also noticed that running provokes Colmillos, making them chase you. So just turn around and walk away, and they'll be in that place until you turn your camera to them (I suppose the camera vision triggers works through walls to make them attack you).
During playtesting with a trainer edited camera view to further distance, I noticed that Colmillos will lunge from behind only, only when they are provoked by running/seeing them and they are in camera view sight (not Leon's view sight). And if you stop running once provoked they won't stop until they reach you, but as the camera sees them, they'll also lunge at you when they reach you.
So to safely run away from them, you just pull camera up, so Colmillos would almost never be in your sight, thus prevent their lunge attack to trigger.
