first things first, you guys have to know that I am new to this, but I tried, today, to record my voice and replace Chris voice, and it worked.
Here is how to do it:
1: record or get a voice file (I tested with mp3 file format)
2: convert it to .ogg format
I used this website: audio.online-convert.com/convert-to-ogg
It is simple. drop the file and click convert then download the file.
3: change the file format manually from .ogg to .sngw
4: replace it with any voice file in the game (keeping the same game file)
To locate the voice files: steamapps\common\Resident Evil 5\nativePC_MT\sound\bgm\oto\emo_voice
To locate the dialog (you would want to change), check this thread

You can also copy the .sngw file, then change it format manually to mp3 and run it to hear the voice
Things that bothered me:
- if I use long duration voice (like 4 sec), I could only hear 1 or 2 sec of the voice
