Do you mean for mercenaries or story?
If mercs you can use Sectus' trainer (Fluffymanager) to freeze your self to what character you want to be, then select Jake.

Campaign I think is hardcoded to use specific loadouts, so for example. I could switch Leon and Helena around by freezing them with Sectus' trainer, so I could be Leon with Helena's weapons and vice versa. For just having hand to hand added to characters I'm not sure its possible to 'add' it, but Sectus' trainer does have a "limit weapon loadout" function, you could just do hand to hand, but the downside is you will ONLY have to hand to hand. Unless you pick up a weapon mid game at some point.
