23 00 - Weapon ID for upgrades (can be changed to another weapon)
next 4 bytes - until what upgrade level it will be avaiable of:
firepower, firing speed, reload speed and capacity, respectively.
FF FF 00 00 00 00 00 00 - what separates merchant updates. if you change this entry to any other weapon upgrade,
for example, the game will combine both updates
updates example:
new upgrades at merchant when first entering r104:
handgun (02 firepower, 02 firing speed, 02 reload speed, 02 capacity)
shotgun (02 firepower, 01 firing speed, 02 reload speed, 02 capacity)
rifle (02 firepower, 01 firing speed, 02 reload speed, 02 capacity)
new upgrades at merchant when first entering r102:

in those examples for handgun we have: firepower, firing speed, reload speed and capacity upgrades unlocked until

a handgun have 6 total upgrades for firepower. if you put 07 unlocked, it will consider as the exclusive upgrade. adding 1 to
the max upgrade amount of any of the 4 upgrade types will add a exclusive upgrade for them.
example of a exclusive upgrade for handgun upgrading all 4 status:

NOTE: this can also be done with weapons without upgrades, like the bowgun or chicago typewritter. for understanding how to change the total amount of upgrades for each weapon, see the tutorial for UPGRADE QUANTITIES.
