Is there a way to mod, or swap, sound effects?

I've recently installed a few swimsuit-themed mods that come with bare feet. However, in the game they continue to make heavy booted footsteps and their bodies make loud shuffling noises as if they're wearing heavy gear.

I noticed that Sherry-Monitor and Jake-Monitor outfits don't make these noises. Since they're wearing little clothing, the only sound they make is the sound of bare feet slapping on the floor.

I was wondering if there was a way to copy those sounds onto other models?

I found some files that could possibly be related to what I'm looking for:

nativePC/sound/se/mt_floor/snd_mtf_bare03.spc
nativePC/sound/se/pl/pl04/snd_pl0400_cloth.spc

But I have no way of opening them to find out.

Anyone have any advice/suggestions or am I SOL?

Is there an SPC tool that will open those files? I've tried a couple different SPC players but none of them seem to recognize the files.
