I did it once by using Photoshop 3D painting. I exported my model from 3DS Max as OBJ with textures on it, then loaded that OBJ up into Photoshop. Then I spray painted over the model to create outlines of the bikini on the skin, and went into the texture to select these outlines with Quick Selection, feathering the selection a little bit to make the edges of the tanlines smoother. You could do the same starting with Noesis I believe, exporting your bikini + body mesh as OBJ with the MDF textures loaded onto it, and using the option -objmtl in the advanced export options. Then load that OBJ into photoshop and it should have textures on it. You may need to load it with the head model as well for painting, since bikinis often go around the neck a bit as well. There is a Noesis plugin called " Model Merger" that can let you load up both the body and the head model into Noesis with MDF textures on them, then export from preview to have a big combined model that you can paint. You can get Model Merger here. Put it in your Noesis\Plugins\Python folder, then copy the MESH and MDF file for the head into the same folder as those for the body. Then right click on the body mesh in Noesis and say "Model merger", and enter the MDF files into the prompts that appear based on alphabetical order (so body first, then head).

thank you for your quick response. I will give this a try. Now I just noticed and I have Photoshop 2015 and I dont think i have 3D painting. Is there other software I can use? or which version of Photoshop do you get with 3D Painting?

You can use the 3d painter of Blender, it's free and makes it purpose.
If you haven't got many practice with 3d painters, you can use them to draw a black and white texture (full white with the bikini stripes in black) export that texture and use it as a mask in Photoshop to draw the skin marks properly.
