The dodge in this game is super inconsistent to me, sometimes I have the timing and nail like 2-3 in a row with no problem, then I do it again a couple seconds later and I get magnetized over to the zombie about half a foot away from me. I was praying someone could extend the I-Frames at the beginning and end of the dodge (or make the perfect one more frequent) to make it less (for lack of a better term) bs and more consistent/less useless and guesswork despite knowing the timing but still keep the second or two of her needing to recover from said dodge to keep it balanced. Aside from the possible mod, you could get the STARS Manual from the ingame shop (once you beat the game once). It helps a lot with perfect dodging.

Will probably leave that on me to help get used to it, it's mostly the start up and end animations of the dodge that i'd request i-frames on since the zombies grab box is apparently on their bodies instead of their arms.

For the first gif you shared I can see why the dodge didn't execute. It was a tad bit too early.
Usually my strategy is that I wait for their arms to raise and then I press space shortly after.
I think what the game looks for is a window of time for the dodge to be available. I've tried intentionally perfect dodging zombies who are just walking and don't have their arms raised (your first gif), and every time I've tried that it's failed. So with that said it would make sense that the game is checking if you're about to take damage and allowing you to avoid it. Basically what I said above explaining my strategy.
And I'm gonna sound insane but Inferno has actually helped a lot with my perfect dodge timings. Especially with the Hunter Gamma, zombie parasites and Stage 3 Nemesis.

I've gotten semi better at perfect dodging, but normal zombies I hear are where people have the most trouble with it. Hunter β especially the normal ones are just really easy to do it with aside from when you fuck up and they instakill swipe you (cause of my only three deaths during my S rank hardcore run when practicing).
