this would technically be possible to have leon/claire gain more pouches throughout the game yes. however it wouldn't show up when getting the pouch items though.
one would have to make edits of the default models and add the pouches and then make the .pfb files for the different levels of "dirt" to load these new character models.

Thanks for your response JTeghius Kittius. That option would not be a perfect ingame model transition but it would be curious.
