I've been having a poke through the files, even after modifying the textures within the filter folder the game is still loading an unmodified set.
I've not had any luck finding the textures, the only things to note would be the shader and the root.arc folder has an .SPKG file for the shader that references packed files for effects in the game including the TVNoisefilter files.
Unfortunately, mucking around with the shader files hasn't yielded any results other than crashing when it tries to access the modified files.
I have, however already made package for Texmod that kills the TVNoisefilter (which ought to be about 0xC2CF42E7) but I'd rather try and... get to the root of the problem if possible.

How did you get texmod to work?
Ill have a look around and see if i can locate anything else filter related that you may have not found yet.
Edit:
If you go into nativePC - arc - game - d (these are the door textures): If you unpack d0c, for eg, then go into the folder: system - filter, there are the two TVx_LIN.tex files.
So its a possibility that every scene has its own filter set and you'll need to edit each and everyone of them as it seems there is no 'master' set of the filter textures.

That's what I'm thinking as well, though there is a main filter call so there ought to be a master one and I'm having a feeling that it might be packed into the shader.

I hope you can find a way to disable the ugly noise filter, it's ridiculous that many games in this era still don't have an option to disable it in the menu. >_>
