As a lot of people may know by now, the game is locked at 1440p which means that if you have a low-end or even mid-end computer the game may run bad on it, even when you change the resolution the impact on the performance is not improving at all.
What i'm trying to do is to hardcode the game files with custom resolutions commonly used by the users and then upload them here, so you guys can download them, replace them on your game and see if there's any improvement on your performance, since Capcom did the same mistake with the first remaster.
Unfortunately i don't know yet how to do that, my bet was that i should try to open the files located in NativePC>Textures and see if i can edit something but i can't because i don't know how to open those .TEX files properly in a way i can edit them or look properly at their code.
So if anyone knows how to open/read the files of the game including those i mentioned please give me a hand and let's see if we can bring this workaround for a lot of people as soon as possible.

Don't you know anyone here on this forum that worked on a patch for the first remaster? Or at least knows his way around the game files?

I may be slightly inaccurate with my explanation, and I invite anyone to explain it better than I'm about to, but a .TEX file as it applies to this game is actually a type of texture file. The .TEX files for RE0HD, and pretty much every other RE game on PC that has been released as of late, contains multiple textures such as the diffusion maps and normal maps for whatever model the .TEX file is attached to. Altering them in notepad++ will only corrupt the file and will have adverse effects on the game, such as causing the game to crash. The .tex file that is referred to in Stack Overflow link you posted is used for typesetting. Basically, the resolution issue has nothing to do the .TEX files.

I believe verteks was the first to work on resolution fixes for the first remaster. However, I don't think he had an account here. Additionally, his original version of the fix only worked for the pirated/cracked copies of the game. Someone else had to tweak it to make it work on the legal copy.
It is strange that those TEX files weren't packaged into ARCs like the ones in the first Remaster were. I wonder why they made that change?

I cut all all files in texture directory to other location - and starnge game run, but still I have slow fps. I think these TEX files don't have code on locked internal resolution. In nativePC\arc\game_systems there are two files - ingame.arc and resident.arc - maybe in these files is problem.

I check how work orginal RE resolutionfix. And in ingamecommon.arc (NativePC/arc/) was one file changed - Scene.4323D83A. And resolution fix put new file in NativePC/scr directory - Scene.STEX. Code in Scene.4323D83A and in new Scene.STEX is same. Someone now , how open this Scene.432D83A file?

I would imagine the file was hex edited. But isn't there also a Scene.4323D83A in one of the RE0 directories as well? If not, maybe in one of the ARC files.
EDIT: I just checked, there doesn't appear to be one. But in the resident.arc I did find tx_detail.2D6455B1 in the scene directory. Maybe it serves a similar purpose?

In unpack resident.arc and ingame.arc from RE0 but I don't find file scene.432D83A - structure in RE0 is different from RE. But I interesed two files - tx_detail.2D6455B1 and bgchange.405FF76E (and this two filles are analogue to tx_detail.TDE and bgchange.BCT2 in nativePC/scene).

I opened tx_detail.2D6455B1 and tx_detail.TDE in hexeditor - code is the same. But one parametr is same in scene.432D83A - mQuality. In scene.432D83A (and Scene.STEX from fix) mQuality has parametrs Widht and Height. I try add Widht and Height to mQuality in tx_detail.TDE and tx_detail.2D6455B1 (and repack to resident.arc) - but game dosn't start:P Black screen. In that case how open TDE files? I know it is blindfold, but i try fix this game...

I know it's a long shot, but...did you try moving/copying the rehd_resfix.ini to the main RE0 directory?
Addendum: Search the Scene.stex and Scene.4323D83A files again, look for [Resolution] including the brackets. Is that there?
If so, try adding that to the tx_detail files if all else fails.

Yes I try put rehd_resfix.ini in main RE0 directory - it's do nothing. In Scene.STEX is "mHDR mAntiAlias mAttributes mWidth mHeight mWidthRate mHeightRate mClearColor mQuality Width Height Depth LevelCount ArrayCount Format GPUFormat SRGB MiscFlags EncodeMode DecodeMode MSAAMode" - nothing with "resolution"
