**** Guys you can also try to force VERTICAL SYNC ON in your gfx control panel (nVidia and AMD users) this will also overide the games VS effect and there will be NO tearing versus adaptive VS, this seems to work better than the games built in Vertical Sync**** Guys, i think i have a FIX for the framedrop / slowmo issue! I just played the game maxed out without motion blur from the beginning almost to el gigante, i had 60 FPS constant and NO framedrop and NO slowmo and NO audio out of sync. Before this fix i also had frame drops / slowmo at random places. All i did was, i went to the nVidia control panel and put on "Adaptive Vertical Sync" for the bio4.exe! (It overides the games vertical sync) This fix is NOT flawless as it introduces random screen tearing, but that is a hell of a lot better than slowmo / framedrops  I have no idea how AMD users should do but i believe they have something similar in their GFX control panel. Any ways, try it out  cya soon

I have no idea how AMD users should do but i believe they have something similar in their GFX control panel. Which one? Always Off Off, Unless application specifies On, Unless application specifies or Always On ? (AMD)

It seems to work for AMD in the catalyst control center
AMD users:
Try these configurations: Under gaming select 3D application settings (optional ones) Override application settings for anti-aliasing 4X Texture filtering override Anisotropic filtering 16x texture filtering quality: high surface format optimization: On
(NOT OPTIONAL) Frame rate control (this one is the important one) Wait for vertical refresh: Always on OpenGL triple buffering: on
Helped with the slowdown a lot. Some frame drops while using the rifle and when lots of enemies are on screen but that's to be expected. Audio will still desync on occasion but pound for pound it's still playable in comparison to the mess that it was before.

Thats to bad bro =/ what GPU do you have? Do you have the latest drivers?  i dont have the latest drivers, but they are pretty new xD well i am on a Laptop. but it's a really npowerfull one (Alienware) so that shouldn't matter. it's an Nvidia GT 650M (2GB). i should be on the latest drivers

This doesn't fix anything, you already have an overkill PC if this fix the slow mo. The game's required rig is only a Core 2 Duo with a 9800+ to play it on 60 FPS and 720p. The real culprit of the slow downs are the unoptimized particle effects (namely the fog or dust that is created when you kill a Boss, or the smoke of a explosion), so the only true fix for this problem would be to disable them somehow

Anyway Capcom should release a patch!

If you have slow mo because you have turned vsync on is because whenever the engine cant process the necessary frames to keep up with 60FPS it drops exactly to half or 30FPS, then if it still cant keep up, it drops to 15 and so on...that is how normally vsync works, the only thing that can alleviate somehow this is having triple buffering enabled to prevent such a huge frame drops, even then in the case of this game, the unoptimized particles effects are so resource intensive that nothing cant help it, the only other modern game that I know that suffers from this problem is Dark Souls and its horrible white gates and overall particle effects, that it cant run decently even on a i7 3220K...
The only thing that adaptative vsync does here is introducing random tearing artifacts
As for Capcom releasing a patch, I highly doubt it, because this game is based on the Xbox360 version which is based on the Wii Edition, so it would be a lot of work to optimize the particle system for PC...

Old news to me xD but yes that is very correct sir  nice to see someone else with a little knowledge about how stuff really works ^^ yeah some games are really horrendous when it comes to optimization...at least Resi 4 HD is not all that bad  btw, i usually Lock my FPS (nVidia Inspector) in all games i play so i dont have any FPS drop at all, but sometimes it's fun to fiddle around with settings / FPS
