I'm happy to say that after the latest 1.0.4 patch and me validating my Steam game cache, the game seems to running fine thankfully. my slow motion problem is even now 97% fixed.

I didn't have any slowmotions between patches, the only thing that give me slowdowns are the particle system so for me the only solution would be to buy a new i7core or lower the eyecandy resolution from 1920x1080 to 1280x720 that for me its not an option...

^ You need to read instructions from the link I provided ;-)
You still have version 1.0.2 you say, very strange as they released a stable patch 1.0.4 today and beta patch 1.0.5 also today, try to restart Steam :-)
Instructions to download a beta patch 1.0.5, by wbacon:
From your Steam ‘LIBRARY’ list, right-click on Resident Evil 4 / Biohazard 4 and select 'Properties' Select the ‘BETAS’ tab. Type RE4BETAoptin105 (case-sensitive) in the 'Enter beta access code' field and then click CHECK CODE. Now, select "beta-public – 1.0.5" from the pull-down menu and click CLOSE. Wait for the Steam client to finish downloading the patch. Launch Resident Evil 4 / Biohazard 4 and verify that 1.0.5 is visible on the bottom right section of the ‘Press any key’ title screen.
xD

The 1.0.5 patch is cumilative so if you get 1.0.5 you also get 1.0.3 and 1.0.4 as well. And even though Qloc made an attempt to fix the shaders they are mis-aligned in the official fix.
At least for now it is better to stick to Martins version of the shader fix as it fixes the shaders better then the official patch does.

I really cannot notice difference between Martins and official shaders honestly.
