Funny picture! but, a correction in case some misunderstand; Capcom did use the higher poly models in this game. This is a direct port of the superior 360 version of the game, of which the 360 version is a direct port of the wii version of the game. What is lacking is some of the special effects (a blur filter for a artificial depth of field and some minor lighting) that had to be redone as those effects where specifically designed to work on the nintendo consoles (remember re4 was meant to be a exclusive).
So everyone has a clearer picture in understanding what the differences between the old and new pc versions are here are the bullet points.

One, the game now features the higher poly counts for the 3d data in the game as the ngc/ wii had (pc version had the lower poly ps2 data).
Two, the game now includes the gc/ wii original textures (aka the standard textures; this is what the 360 and PS3 versions have) instead of the ps2 textures.
Three, the game now as an optional higher resolution (or redone) texture pack that you can turn on or turn off if you prefer the original textures (also a awesome new tool for modding the game textures).
Four, the game now features in game cinematics instead of the low resolution 480p videos (another ps2 change from the original; and yes the Ada sequence is still in its original video form; an issue seemingly the result of the original 3d data no longer being available.
Five, the game now has the option to be run at 60 frames per second or the original 30 if preferred (or on a lower spec pc).
