I wrote this tutorial for reskins on RE6, but the editing method and programms are the same, so you can apply it to RE4 without problem. The only thing that you have to find is which arc have which textures in it, but this must be easy and there should be a list somewhere, look for a thread called « RE4 arc list » I'm sure there is one.
Anyways, first of all you we will need several programmes : Arc Tool for Resident Evil 6 and an editing photos programs, as Photoshop, the one I use myself. It is not a free program, so you can also get Gimp. When you use these programs, in order to open DDS files, you will need to download Nvidia Tools and instal it as plugins. This is necessary for Photoshop, but I don't know if Gimp can open these files without any plugins.
1. You will need to find the textures you want to edit in the NativePC folder. If you want to edit Héléna Asia's body, you will need to take the arc files as follow : uPl01HelenaAsia, uPlTex0110_0, uPlTex0110_1, uPlTex0110_2, and uPlTex0110_3. If you want to edit the face or the hair, you will also take uPl01HeadHelenaAsia. You have to edit them ALL ! They may look the same, but if you edit only uPlTex0110_0, the reskin will mostly work in mercenaries and in one chapter, but not in the full campaign. It can also make your game crash. You will need to identify the textures for every characters and this is a little annoying.
2. When you have all your arc files, extract them with the arc tool. Then go into the new folder and convert the tex files into DDS files so you can open them in Photoshop // Gimp. You convert them with the tools you have when you download arc tool.
3. Open you DDS files with Photoshop, and you can see the textures. You edit them as you want and then save them. Be careful, you will need to save most of the textures in DXT1 format, but the hair textures need to be saved in DXT5 format. ( If you try to save it in DXT1, the program will warn you that if you proceed, alpha information will be lost. And you don't want that ! )
4. Once you edited textures are saved, convert them back into tex files. You can now delete the DDS files and text files created when you convert tex files.
5. Do that again with all the arc files. ( In the example of Héléna's body : uPl01HelenaAsia, uPlTex0110_0, uPlTex0110_1, uPlTex0110_2, uPlTex0110_3. ) Then repack you folders into arc files with the arc tool.
6 . Put your edit arc files into NativePC folder and you're done !
IMPORTANT THINGS : Before you do anything, I advice you to backup your NativePC folder. Also, when you edit your textures, you don't see the result before you convert back everything, repack, and go to your game. It is a lot of work and if, when you're in the game, you actually see that all goes wrong, you're quite screwed. You have to redo everything. To avoid that, I advice you either to download the program Noetris, who allow you to have a preview of thet edited character before you go to the game, or download Xps. It is a posing program, but you can download Resident Evil characters for that program and edit those characters instead before the actual RE6 characters in the game. In Xps you won't have to convert and extract anything, you open the textures into Photoshop, and save it. Then open Xps and open the model, you will see much faster the result of you editing. And when it is finaly ready ( because if you want to actually create good reskin, and not only just change one color, you will go back on your work and rework a lot of times ) you will do the steps I told you before and just copy // paste the edit file on the original dds file that you will open. In the end it will save you a lot of time.

Anyways... dont think i can handle it tho ^^ but thanks anyway atleast it did open the picture itself that it isnt so easy if you dont know anything about it.

Don't think I can handle it tho. ^^ But thanks anyway atleast it did open the picture itself that it isnt so easy if you dont know anything about it. You can find the arc tool HERE and GIMP HERE. The other programs I mentioned aren't very necessary, especially for a starter. It looks complicated now reading it all, but if you carefully do it step by step, without rush, it will be very simple ! If you have any question, I'm here.

Tried to use the arc tool as you directed me to but still didnt get it, still am too noobyfor that but i tried to edit a excisting file instead. And i have a question about something like if i want to edit 1 file which got 2 things in it like the top + the chador so idk how to recolor it in 2 different colors, sry for too many questions P.S anyways can i use adobe photoshop instead of gimp? Yes, Photoshop is actually a lot better than Gimp, of course. I can't teach you how to use this program, you learn by playing around. Use the selection tool to color only the area you want. This is incredibly easy, you just have to try a bit. For the video tutorial, are you asking me to search for you ? There is nothing simpler than the arc tool. All you have to do is drag the arc file on the extract // repack bat. It's normal you struggle a bit at first, you can't learn modding in one day. I can't help you with everything, like the basis. Don't immedialty ask, try, everyone find by trying around.

But I don't have RE4 so I have no way of knowing how it works at all. Though sometimes you don't have to get all your stuff to the latest updates, especially if you're not running a very new game. Maybe try to downgrade some of them. It worked for me when playing Dead Rising.
