The graphics card is serviceable for some older games but the but the dual core processor is probably its greatest flaw. I would recommend at least 4 cores maybe around 3.0GHz. The ram is good though. Overall It should be able to play some older games without much fuss but newer games...Not so much.

Your brother should save up money and build his gaming PC.its cheaper and Its worth it at the end. I built mine and spent about 500$ close to $600
My build that I built
Asus M5A97 R2.0 AMD 970 ATX MB = motherboard = 100$
AMD FX-6300 SIX CORE 3.5GHZ 14MB 95W AM3+CPU =CPU = 100$(probably cheaper now)
LG 24X SATA INTERNAL DVDRW OEM + basic DVDrw drive =19$ but you can easily use any dvd
CRUCIAL 2GB DDR3 1600 MT/S (PC3-12800) X 2 = 4 GB = ram sticks = 50$
Corsair CX Series 600 Watt ATX/EPS Modular 80 PLUS Bronze ATX12V/EPS12V 552 Power Supply CX600M = power supply = 74.49$
(CX500m) is 54.99$
Antec Gaming Series One Black Steel ATX Mid Tower Computer Case computer case =54.99$
1tb HHD=74.99$
650GB HDD- used from old computer to store steam games
And I'm done, the only thing I need to is add 4gb of more ram
Is cheaper as you can see, only thing is going to be pricey is the GPU and the processor but again it will be worth it at the end. Also this is a budget build.

@maxium, dual core doesn't cut much theses days, he could at least get a quad core (4 core) processor and newer games require more cores these days
but if it works, go ahead

Dead Rising 3, Watch Dogs, Dying Light, Assassin's Creed Unity. Also I would not recommend dual core CPU for most future games.
