Welcome to my Tutorial!
First you have to figure out which sound you want to swap.
If you like to swap Wesker sound effect for mustang kick with his sound effect for jaguar kick then follow this Tutorial!
The program HexeditMX is required or any other hex editor. This is really important to understand my following tutorial. It also works with other Characters.
I will explain it by Wesker:
First you have to open the wished attack index file with a hex editor!
Then you should see this by Weskers Boss Knee+Cobrastrike for example:

Triggers are 9D and 9E, so by other Characters you have to search in second line for 2 Codes which are looking not so much different like 9D and 9E!
Then if you want to do double damage attacks with only 1 sound just replace 9D or 9E with 00 and it looks like:

You can also swap sounds by replacing them!
Here is a list I made with pl03 sound files:
04 = very quiet sound that works sometimes 05 = same 10 = same 11 = same 9D = sound effect 30 9E = sound effect 31
Double damage attacks
40 = double attack first background sound 41 = double attack second background sound
After just save, repack with lmt tool, play the game and be happy that you had success!

What do you mean? You can´t replace hex numbers with sounds. You can replace sounds with the .spc tool.

There have to be some knowledge to do this. So this is no bad explaining thing. You just have to inform yourself about hex format.
