Sorry if this has already been answered elsewhere.
I really want to work on some simple texture mods (palette swaps mostly as I can't find the ones I want), but I only have Photoshop CS3. It does the job for me most times, but it sounds like I'll need PS 2014 or later from what I've seen to work with Resident Evil 2 texture modding.
Is it possible to modify RE2's textures with an older version of PS like CS3? Or is there an alternative free software I can use (price really is the issue, as you might've guessed by me still using CS3)?
Failing that, really simple texmod request: Claire's default outfit with a black jacket and red vest (same for no jacket version).

I just saw a lot of talk about an Intel plug-in that only works with later versions? But I'll take a look into that, thanks for the info.
