It should be possible. Both games were made at the same time and were made with the same engine.

I'll admit I don't know the first damn thing about modding, BUUUUT... ...I don't think you'd get the kind of experience you're hoping for. I imagine that the noise-and-movement detection aspect of Mr. X would be gone, and the best you could do is have Nemesis repeat a prearranged loop of the RPD floor plan. Ultimately, it'd be pretty disappointing and predictable at least.
However, a somewhat brighter alternative: I use Raz0r's RE2 Trainer to boost Mr. X's speed to 190%. I've used the Nemesis model-port from RE3R (which includes sound effects to a VERY dramatic er... effect), and it's actually a lot more fulfilling of an experience. BTW, the challenge - if you care to try it - is to start out with a 2nd-Story run and completely get through the RPD first at 130% player speed, and then drop it down 10% each playthrough. I'm working on 110% player speed right now, and IT IS ROUGH! I tried letting ol' Tyrant run at 200% speed, but funnily enough he moves too fast for the sound of each footstep to register. You end up hearing only every third step, so he's just zipping around the RPD like ricochet-rabbit, and that just ain't fair. (I chuckle as I picture him skipping along through the hallways, though!)
Hope that gives you some inspiration or satisfaction, at least.
