I've been seeing very imaginative and well made mods, from modders who are obviously big RE fans to dedicate the time needed to make a new mod. What puzzles me however, is how come no one makes (or asks) for things that make more "sense" and actually exist universe wise. For example, am I the only one who imagines Jill with an RPD uniform? Or Carlos with HUNK's outfit or a different UBCS one like Tyrell's, or even an RPD uniform like Leon's just because? I'm not sure about the technicalites, I know RE2 was difficult to mod as a new game, but isn't RE3 based on the same engine, which would make it easier to mod since it follows the same principles and people now know the engine better?
I really respect and thank the modders for their time creating all these mods, I just wonder why we get anime costumes but not something like the ones mentioned above (not that I have any problem with anime, just an example).

Because modders mostly make the mods they want to see in the game.
All the tools are available for anyone, so if someone really wants a mod done all they have to do is learn how to do it. If someone thinks learning to do a specific mod they want is not worth the effort, then they don't want it badly enough, and if the person who wants the mod doesn't want it badly enough to learn how to do it, a modder who doesn't want it in the first place probably won't spend the considerable amount of time needed to make a mod they don't even want in the first place.
