There is no neeed for proof, because dynamic difficulty is the norm in video games. Every Resident Evil since RE4 has it.
Resident Evil 4 HAS NOT dynamic difficulty. Everything inside RE4 is static and solid inside omake/emleon files + executables has unchangable variables (except "ammo versus gold random drops inside barrels/crates"). I'm not even talking about special files like .ITA, and all other things that somehow related to difficulty of the game.
So I stop read your message from this moment. Your post is bullshit.
I played RE4 and beat it hundreds of times. I can confirm that the game DOES HAVE DYNAMIC DIFFICULTY. I played the game WITHOUT DYING, NO DAMAGE and only using knife to kill most of the enemies while possible, I could not even pickup most items bcs my inventory is full with healing items and ammo. And my hit ratio is 98%.
Make note that THIS IS ON NORMAL DIFFICULTY.
And guess what? When the island guys hit me FOR THE FIRST TIME with their crossbow, it took 5 blocks of my health (even if my health is fully extended).
After that when they hit me with their stun rod, while my health is still green (around 5 bars) then I DIED. I took 2 hits, on fully extended health, on normal difficulty, TO DIE. Just 2 hits.
And the ALL the regenerators DO HAVE ONE PARASITE in their back. This is normal difficulty. I am sure that I am sane enough to remember that the first time I play the game on normal, the crossbows only damage your health for 1-2 blocks on normal. And regenerators DOES NOT have parasites in their back, unless it's the Iron Maiden. Tell me how is this possible?
And I kill every Island Militias with like 20-25 knife swipes. When I first played it, it only took 1 upgraded (not fully upgraded) handgun bullet to the head, a kick, and 3 knife swipes to kill them.
But NOW, it took 3 FULLY UPGRADED handgun bullets, 3 kicks, and 10 swipes.
Tell me then, WHY normal difficulty feels like professional difficulty when I DO NOT DIE and has 98% hit ratio?
It's because the game has a "ranking" system. It levels you up from level 1-10.
Easy difficulty only has rank 1-5
Normal has rank 1-10
And on professional , you WILL STUCK in rank 10 all the time. No matter if you play like a noob or if you play like a legend. The game won't get easier.
And when I try to play like a noob in RE4, I missed all my shots, I took all their attacks, I died all the time purposely and guess what? One shot to the head with an NON UPGRADED handgun instantly killed the enemies. They even drop first aid spray when they die. Yeah you heard me right.
And when they swung their axes to me, it only reduces LESS THAN ONE BLOCK of my health.
I can say this because I played the game with only handgun, and the game gives me LOTS OF HANDGUN AMMO through dead enemies (I have 1300 handgun ammo). And the game was HARD AS HELL cause I kill enemies with knife all the time to conserve ammo, trying not to get hit even once, and I never died once. Why suddenly the game gets more generous only because I have a handgun?
If you don't believe me, try it for yourself. And please don't call others post as bullshit or another offensive language just because you disagree.
Here I am speaking facts based on my experience. If you don't believe me then fine. As long as I know that my point still stands cause it TRULY HAPPENED. Lots of people will agree with me because THEY PLAYED the game like me.

A simple evidence/proof that would prove RE4 has a dynamic difficulty, is to play the game as a pro, and play the game as a noob. Then see the enemies behavior
Try headshotting and knifing everyone while possible, try not to get hit or die EVEN ONCE, try not to miss ANY shots, and see. The enemies become more aggresive. They RUN to catch you all the time. They do more damage. They throw stuffs and shoot crossbows with pinpoint accuracy PLUS damaging you severely with it.
And now try to be a noob. Miss all your shots. Even miss with a sniper rifle. Take all their attacks. Die in every way possible. Then see if your non upgraded handgun will blast their heads off with 1 or 2 shots. Then see they even drop first aid sprays. Then see if the enemies going slowly towards you. See them standing, ducking, side stepping one feet in front of you INSTEAD of attacking you.
