This is GREAT! and damn it's so simple... thanks for this. Also, I didn't know about the new game thing, i suspected this at first, but forgot about it when changes were taking effect in saves. Any idea how to know which items need that, cus that's a nightmare for testing. from what I tested (new game B run, save in the break room) the items in the save room like the blue herb was locked and the ammo in the lockers were too or at least the handgun bullets were... but it turns out the reason I was having issues with the stuff in the locker, is because I opened it other items further away like the bullets in the office where you find the valve handle, were not affected by the save, those could be changed tl;dr every item in the saveroom or room where you save and every item in opened lockers are probably locked or perhaps every item you've come across already (which is why a closed locker worked for me)

Yuuupe, it works like a charm... but daaamn how much of my testing has been for nothing cus I didn't start a new game. I know the feeling man, was testing some other stuff out, get to the break room, make a save "huh, how come that pack of handgun ammo is now magnum ammo" edit; I haven't tested the weapons locker room, but I'm guessing that changing the items by changing a single byte works too

Still I'm more in favor of editing as few files as possible for future sake. Edit: I did a full LeonB run with infnite ammo cheat so i can take count of ammo he gathers throughout the game, and unless I've missed any he gathers around 45-47 shells (your estimate was right). So I think 40 shells should do very well considering she'll still have her grenade launcher.

the reason I mention hardcore, is if you'd replace handgun ammo (I think that's the only thing affected) with other stuff, some of those get turned into ink ribbons also; 01 00 00 00 04 00 00 00 FF FF FF FF 00 00 00 00 01 00 00 00 00 00 00 00 00 00 00 00 00 00 00 00 FF FF FF FF | those poor blue herbs

Update
OP updated with link and description. Mod is still kind of WIP but no longer needs cheats. You now have access to shotgun, extended barrel & enough ammo to last you the game (at least as much ammo as Leon gets)

Good mode. I think it would be better to deploy a bullet instead of a useless hub. I think games will be more fun if we do item placement differently in this way.
And I have a question. There's still no new gun add-on mode. Is that because Capcom didn't deploy the mode tool?
