I uninstalled all the mods, tried the game and it was working.
I reinstalled only the dark lens mod and it didn't want to load.
So I thought well maybe it won't let me start the game with Noir outfit on so I switched back to the normal outfits and the game loaded in fine.
Then I went into the in-game menu at the gas station, switched it to Noir and when I tried to exit the menu the game froze.
When I unpack the .rar you made there's only a natives folder. Isn't there supposed to be another folder inside the .rar called like 920563 and then within that folder there's a file that looks like re_dlc_000.pak which I'm guessing is the DLC and that folder basically tells your mod to apply the folder you created to that specific dlc. In this case it would be applying it to the Noir DLC.

H.E.C.U. OD - No eyes Works so I guess I'll use that. No problems with that mod.

That could very well be possible, but I am using Crazy Potato's Doom Slayer as a base. That mod doesn't include a fake .rar either, and it would seem that that no eyes version works. I will chalk it down as something wrong with my files when I created them. I will be uploading a new version of each of them in a bit. I fixed an issue in which the texture isn't aligning properly with the UVs of the model. An issue that involves some minor hex editing. Perhaps that would fix the issue?
I'm curious to know if anyone else is experiencing the same problem.

You only need the folder with the empty re_dlc_000.pak file if you're installing it manually, but if you use Fluffy's mod manager (Which I HIGHLY recommend) you only need the natives folder.

It doesn't seem to be working for me either. If I start a new playthrough with the noir costume I get stuck in an endless loading screen and if I switch from any costume to the noir one it'll freeze.

Well I can confirm H.E.C.U. OD - No eyes works and I installed with the Fluffy's Mod Manager. Not sure about the Eyes version. I didn't test it.

I'm sorry you guys are experiencing issues. I unfortunately cannot replicate the problem on my end and don't know how to proceed with fixing it. I have read some issues caused by the latest update and how completely uninstalling mods and deleting the natives folder while downloading and using fluffy's update mod manager worked for some.

The Dark Lens version doesn't work correctly. I load in and Leon is bald, if I switch outfits and switch back the game crashes. I did a clean install of my game and am still getting the same issue

Update 1.1 - 2/20/2019 -Fixed an issue with the textures not properly aligning with the UVs. This should remove the white streaks on the sleeve and the patches being cut off from the sides.

Now you can survive the horrors of Raccoon City as a member of the Hazardous Environment Combat Unit (H.E.C.U.) from the Half-Life series. You may be far off from Black Mesa, but I'm sure containing a viral zombie outbreak is just as important as dealing with a resonance cascade. Big thanks to Crazy Potato for allowing me to use their helmet assets from the Doom Slayer costume pack! You need not worry about having mismatched textures for Hunk, as Crazy Potato's helmet model uses its own custom texture. As it is now, I have a couple of versions you can download that changes the gas mask lenses. For the sake of nostalgia (and for some laughs), the default version of this mod includes visible eyes on the lenses. There is, of course, a version without it and, as a request, one with simply dark lenses. You can install either one with Fluffy's mod manager. I'm currently working on making textures for helmet covers for both green and urban camo designs, but for now, the helmet is a simple olive drab color. Note that I'm not going for an exact 1:1 recreation from the games nor am I all that familiar with military uniform codes. I simply wanted to resemble the original marines with my own little touch on the side, but that doesn't mean I'm not open to any suggestions.
BE AWARE that this will also change the textures for Leon's regular police uniform.

As this is my first time organizing and releasing a mod for RE2, let me know if there are any issues with the files themselves. I've tested each of them through mod manager and they all seem to work for me, but nothing can ever be 100% certain.

For the helmet, I'm borrowing Crazy Potato's tweaked mesh. As far as I know, the balaclava isn't attached to it and it would require separate modeling to actually include it.
Besides, the H.E.C.U. marines didn't use balaclavas along with the gasmasks.

I could, but the gasmask mesh uses its own directory and custom texture which are both tied to the Noir slot. Not sure what manner of hex editing sorcery Crazy Potato has done, but making it for the Sheriff slot will not include the helmet and mask.

Have you considered doing a metro cop skin? I was looking at a picture of one of them earlier and thought it would be really doable. I think you would just make the mask white with the helmet black, put the striped pants and square on the chest, C17 on the badge, something like that. Maybe a blue/black eyes option. I think it would look really good.
