It seems except for JKap the head shader fix works fine. I added this fix to RE5ModelMerge_v2 and updated that thread.
RE5 use normal mapping to render surface details for models. The issue for my Excella cut-scene head was the skin meshes use a different vertex format than others which is not well documented before. This format put vertex tangent(needed for normal mapping, affects shading) in a secondary array. I eventually located that array and merge it into body mod and fixed up the mod header.
It seems some DX9 gpu/drivers combo (like my laptop with Intel HD graphics)can handle the missing tangents, probably they can calculate them in real-time.

Now it works perfectly for me on DX9 and DX10. Thank you very much for your time and fix! Keep it up... Do you think it is possible to make it work better? I mean full support face rigging, eye movement, blinking and fix her necklace?

@ Night Furious : the current model mixing method relies on the existing bones in body mod. Comparing Excella body to ShevaNormnal mod file many face bones are just not there so full expression is not there ( may be possible if someone find out how to merge excella cut-scene head bone with her body). Yet it puzzles me why Excella eye still does not work. Btw guys, is possible to put her voice for example when is she jumping, or when zombie catch her, when is she breathing during running and stuffs like that? Because here is still Sheva's voice and it's kinda dissapointing of Excella effect.
