unfortunately the tools to edit the EFF files are not available to the public yet. Son of Persia has created an EFF tool that works for RE4UHD, but he hasnt released it yet.
The method isn't that hard though if you have the tools to edit the EFF file, but it would be a bit of work as you have to edit ALL the enemy files for each stage... (dont bother reading below if you dont want to learn how this is done)..
The way enemies are stored in RE4UHD is ridiculously redundant. As the master modder LegalSoul said: "Unlike the old 2007 port, enemies in UHD are stored in location packs. This means that there are many enemies packs through the whole game (for example em15.udas can contain ganado 1-st type, ganado 2-nd type, ganado 3-rd type, chainsaw ganado, chainsaw model, hands, ganado weapons, and other ganado related models, and this em15.udas is used in main village location, and then em12.udas contains THE SAME FILES but without the chanisaw guy, and this pack is used in the first location).
And for example if you want to replace all enemies around the main story and Separate ways you will need to replace all those pack, with repeating enemies models inside of them. Even Mercs models of the same stage are stored in different files for every character. It's an awful clusterfuck.
Only replacing all of these em**.udas files will grant you full regular enemy replacement."
Fortunately Raz0r's companion DLL will solve this issue in one regard as we can simply create one set of enemies (say em13.udas for example) and simply use this enemy pack for every Village stage.. We do this by editing the els files with ELS editing tools to use these em13 models for every stage.
Let me know if you are interested in doing this, perhaps I can work on the EFF file for you as I have the tools.

egglesplork: Won't find this Easter Egg anywhere else on the Internet! HARRISON FORD played a robot killer in the movie BLADE RUNNER. "HARRISON" sounds like the French word "HERRISON," which means HEDGEHOG. So... WHO BETTER TO FIGHT ROBOTS THAN A HERRISON, a HEDGEHOG!

Mr.Curious: egglesplork - Whether or not Deckard (his character name) is a replicant is debated by many.

egglesplork: Hey, Mr. Curious! In the ORIGINAL BOOK (psychedelic as it was) and both the semi-official novel-sequels? Dude is human! In the movie? Dude is human! He sucks too much physically to be a replicant. That's where I'm leavin' it.
